Thaw pie dough, covered, at room temp. 15-30 minutes until flexible or refrigerate overnight.
Combine sugar and sea salt in small bowl, set aside.
Combine sugar and water in medium size saucepan; bring to boil and cook until sugar begins to caramelize.
Whisk heavy cream into mixture a little at a time so it continues boiling.
Add butter and sea salt; boil again and simmer on low heat until volume reduces to half.
Add apples, flour and cinnamon; return mixture to a boil then reduce heat and simmer until very thick, like honey.
Remove from heat and cool mixture to room temperature.
Place sticky side of pie dough down and fill with approx. 3 oz (#12 scoop) of filling.
Brush dough edges with water; fold in half and crimp edges with fork.
Place on parchment-lined sheet pan; cut 3 small vent holes on top.
Sprinkle 1/8 tsp sugar & sea salt mixture on top.
Bake as directed below until crust is flaky and golden brown; serve warm.
